
The main aim of the ERASMUS+ "WBL-Quality MD" project is the development and implementation of a quality assurance tool for work-based learning in VET in Moldova. This tool will be built on credible, measurable, and widely accepted quality criteria while accommodating the diversity of companies, such as varying sizes, sectors, and national WBL traditions. By tailoring to these unique contexts, the tool will ensure relevance across a wide range of businesses.
By enabling companies to evaluate their current WBL practices and identify specific improvement opportunities, the WBL-Quality MD project aims to bridge the gap between theory and practice in the Moldovan VET system. It supports businesses in aligning their WBL systems with European quality standards while respecting the unique needs, values, and operational realities of the local and national business sector.

The best vocational training centre would not be successful with its training programmes offered if the work-based learning part, the practical training, the direct application of gained knowledge and skills could not be applied in practical cases and training and lead to competence development. Knowledge and skills would always need work-based application so that real competences can grow.
In 2022, Moldova received EU candidate status, which has led to reforms to align national strategies with EU frameworks and the launch of multiple structural reform programmes. Moldova is currently in active accession negotiations with the EU, having formally opened all six negotiating clusters as of early 2026. The government’s strategic goal is full membership by the 2030s.
With the March 2023 adoption of Education 2030, Moldova accelerated its education reforms, focusing on quality, infrastructure, digital skills, and strengthening teacher training.
The policy emphasises digital competencies, labour market relevance, and EU alignment to create an inclusive, modern system that supports personal and national growth. VET is an integral part of Education 2030.
