MINISTRY OF EDUCATION  AND RESEARCH (Moldova)

The Ministry of Education and Research (MEC) is the central authority responsible for defining national education policies, setting curriculum standards, and guiding the strategic development of the Moldovan education system. Within the framework of the Education Development Strategy 2030, the MEC is committed to bridging the gap between education and the labor market through modernized Vocational Education and Training (VET) and higher education reforms.As a strategic partner in Erasmus+ (Capacity Building in VET and Higher Education), the MEC acts as a policy facilitator and national coordinator. The Ministry ensures that project outcomes—such as new WBL curricula or quality monitoring tools—are institutionalized and scaled up at the national level.

Chamber of Commerce and Industry of the Republic of Moldova (Moldova)

The Chamber of Commerce and Industry of the Republic of Moldova (CCI) is a non-governmental, autonomous, and independent organization representing the interests of the business community in Moldova. As the largest business association in the country, it brings together over 1,850 member companies from all sectors of the economy and supports business development and economic growth.

CCI is a member of the International Chamber of Commerce (ICC) and EUROCHAMBRES and operates through 10 regional branches, providing support to businesses across the country. Under the Law on Dual Education (No. 110/2022), CCI is the official institution responsible for supporting and monitoring dual vocational education and training (VET).

Its main responsibilities are:

  • approving training programs and curricula
  • checking and certifying companies for student training
  • keeping the official register of companies in dual education
  • supporting partnerships between schools and companies
  • supporting the development of training consortia

Center of Excellence in Viticulture and Winemaking (CEVVC)  (Moldova)

The Center of Excellence in Viticulture and Winemaking (CEVVC) is one of the oldest vocational education and training institutions in the Republic of Moldova, with an educational tradition dating back to 1842. The institution plays a key role in developing a qualified workforce in sectors relevant to the national economy, including viticulture, winemaking, horticulture, tourism, and services.

CEVVC provides both initial vocational education and lifelong learning programmes, carries out the validation of professional competences acquired in formal, non-formal, and informal contexts, and offers agricultural advisory services. Through these activities, the institution supports skills development and enhances the adaptability of the workforce to labour market requirements.

In the context of Work-Based Learning (WBL), CEVVC implements the dual education model in partnership with relevant companies. The institution’s contribution within this framework can be described through the following dimensions:
Provision of the theoretical component of training:
The institution delivers the theoretical training necessary for the development of core professional competences, in accordance with occupational standards and curriculum requirements.

Organisation of work-based learning through placements:
The practical component of training is delivered through structured work placements in partner companies, enabling learners to develop their professional competences in authentic work environments under the supervision of designated workplace mentors.

Development of partnerships with the business sector:
The institution collaborates closely with Moldova’s leading wineries (e.g., Cricova S.A., Castel Mimi, Chateau Vartely) and other companies in relevant sectors to ensure strong alignment between vocational training provision and current labour market needs.

Continuous adaptation of the training offer:
CEVVC regularly updates and adapts its training programmes in response to technological and economic developments in the targeted sectors, thereby enhancing the employability of graduates.
 

Instituția Publică Școala Profesională nr. 6 (Moldova)

Professional School No. 6 (SP6) is a leading VET institution in Moldova’s capital, dedicated to providing high-quality initial and continuous vocational training. The school is particularly recognized for its expertise in the construction, technical, and service sectors. With a mission to empower students with market-relevant skills, SP6 operates as a modern educational hub that combines theoretical knowledge with rigorous technical training.

Expertise in Work-Based Learning (WBL)

Professional School No. 6 is an active practitioner of the Dual Education system, serving as a model for how VET schools can successfully integrate with the private sector. Its role in WBL includes:

  • Sector-Specific Training: The school offers specialized programs in areas such as plumbing, electrical installation, and heating systems, where practical application is critical.
  • Industry Collaboration: SP6 maintains strong partnerships with domestic and international companies (e.g., in the construction and energy sectors), ensuring that students spend a large portion of their training on real-world construction sites or in professional workshops.
  • Mentor Coordination: The school works closely with in-company mentors to monitor student progress, ensuring that the skills acquired during work placements meet both educational standards and industry requirements.

Auxilium pro Regionibus Europae in Rebus Culturalibus (Austria)

Founded in 2004 and based in Graz, Auxilium is a specialized non-profit association dedicated to promoting international cooperation in the fields of education, culture, and regional development. It acts as a bridge between educational institutions, public authorities, and the labor market. Auxilium is a highly experienced player in the European educational landscape, having coordinated or participated in over 100 EU-funded projects across the Erasmus+, Horizon, and INTERREG programs. 

Expertise in Work-Based Learning (WBL)
Auxilium is an expert consultant for the pedagogical and organizational implementation of WBL. Its contributions focus on:

  • Framework Development: Designing quality assurance tools and monitoring systems to ensure that learning at the workplace is as structured and effective as classroom learning.
  • Mentor Training: Developing training modules and handbooks for in-company mentors to help them better guide and assess students during their practical placements.
  • Methodological Innovation: Integrating digital tools and "blended learning" approaches into traditional work-based training to make VET (Vocational Education and Training) more flexible and modern.
  • Transparency & Recognition: Promoting the use of European transparency tools  to ensure that skills acquired through WBL are recognized across borders.
